Three Newarks, one city limit
Ask a national plumbing franchise about Newark and you will get a page with the city name inserted into a template. Ask anyone who actually works here and you will get a question back: which part?
The housing stock inside Newark city limits spans roughly a century, and the material in the walls tracks the decade almost exactly.
The older core — Main Street, downtown, and the streets serving the University
Pre-1960s construction, and the plumbing that came with it: galvanized steel supply and cast iron drains. Both corrode from the inside out. Galvanized steel narrows as rust builds inward until pressure collapses whenever a second tap opens. Cast iron scales internally, catching everything that passes, until the same drain clogs every few months regardless of what goes down it.

The mid-century belt
Post-war expansion brought copper supply and continued cast iron drainage. The copper is generally still serviceable; the failures here are at joints — degraded solder, and dielectric corrosion where copper was connected directly to leftover galvanized steel without a proper transition. That second one is extremely common in houses that were partially repiped at some point and gives a very characteristic failure right at the junction.
The newer edges
Development on the outskirts and infill construction runs PVC drainage and copper or PEX supply. The pipe is rarely the problem. What fails is everything attached to it: builder-grade fixtures, supply connectors to toilets and washing machines, and pressure-reducing valves reaching the end of their life around the twenty-year mark.
A quick way to place your own house
Find an exposed supply pipe in the basement and hold a fridge magnet to it. It grips firmly on galvanized steel and not at all on copper or PEX. If it grips, and the house predates 1960, you have original steel and everything on the repiping page applies to you.
One caveat worth knowing: many Newark homes were partially repiped over the decades. Copper visible near the water heater does not mean the whole house is copper — the original steel usually survives inside the walls, which is exactly where it causes trouble.
City water and city sewer — what that means for you
Most Newark addresses are served by the City of Newark Water Department, supplied from the Newark Reservoir, through a network of roughly 91 miles of main serving about 33,000 people. Wastewater goes to city sewer.
Three practical consequences:
- Your water is tested and published. The city issues an annual water quality report. If anyone tells you Newark water requires treatment, ask them which figure in that report they are referring to.
- Hardness is moderate. Kinder to water heaters than genuinely hard-water regions, and usually not a reason to buy a softener.

The student rental factor
Newark has a large rental sector serving the University of Delaware, and it produces plumbing patterns you do not see in owner-occupied housing.
Occupancy load. A three-bedroom house with five students uses fixtures several times harder than the family home it was built for. Flush valves, taps and shower cartridges fail on a compressed timescale, and builder-grade parts fail fastest.
The summer vacancy. Properties stand empty for months. Water sits in the pipes. In an old galvanized system that produces genuinely rusty first-draw water in late August — which is why we get a cluster of "the water is brown" calls every September from the same streets.
Nobody knows where the shutoff is. The most expensive difference of all. In an owner-occupied house, someone usually knows. In a rental, often nobody does, and a burst supply line runs unchecked until a landlord can be reached. If you own rental property here, tag the main shutoff, confirm it actually turns, and tell your tenants where it is.
Freezing, and the thing most people get wrong
New Castle County building code sets a design frost depth of 32 inches, and buried water service lines run below it with margin. So when a Newark pipe freezes, it is almost never the buried line coming in from the street.
It is the exposed run: an uninsulated crawl space, a garage wall, plumbing on an exterior wall of an older house with very little behind the plaster, or a hose bibb that was not shut off and drained before the first hard freeze.
Northern Delaware makes this worse than a genuinely cold climate would, because our winters cycle rather than staying frozen. Water expands, relaxes, expands again. A joint that survived one hard night fails on the fifteenth cycle. And the damage from a freeze frequently does not show as a leak until the thaw, because the ice that split the pipe is also plugging it.

Plumbing questions from Newark homeowners
Newark issues the plumbing permit through Code Enforcement, but the inspection itself is carried out by a State of Delaware Plumbing Inspector, not a city inspector. This surprises people who have moved from elsewhere, and it is the single most common reason a Newark job stalls: contractors unfamiliar with the arrangement schedule the wrong inspection.

For most City of Newark addresses, no. The city draws from the Newark Reservoir and treats to moderate hardness, which is below the level where scale normally justifies the cost of treatment. Softeners are sold aggressively in this area regardless, so it is worth checking the actual numbers before you spend anything.
